Putin proposes resolution: UN peacekeepers in Ukraine

Russia wants to send peacekeeping troops to the East Ukraine with a UN resolution. Foreign Minister Sigmar Gabriel (SPD) considers this a good signal. However, the Russian conditions seem to want to set the status quo in the East Ukraine. Does the resolution have any prospect of success at all?

The Russian President Vladimir Putin said that the blue waters should only be deployed along the front, not in the entire separatist area. In addition, the operation with the so-called People's Republic of Donetsk and Luhansk should be discussed. The UN peacekeepers should protect the unarmed observer mission of the Organization for Security and Cooperation in Europe (OSCE).

Kiev wants to have the whole of Eastern Ukraine monitored by the UN
This completely contradicts the conditions of Ukraine for the deployment of UN peacekeepers. Kiev calls for international oversight of the entire conflict area including the border with Russia. President Petro Poroshenko wants to present the detailed plans at the upcoming UN General Assembly in New York.

Nevertheless, Minister of Foreign Affairs Gabriel positively assessed the offer from Russia. It was important to take Putin "at his word" and "negotiate very quickly" about the question of how the armistice in Eastern Ukraine and the withdrawal of heavy weapons could be enforced. "If we succeed, we would have a first big step towards reducing sanctions against Russia and would then be able to enter a new phase of relaxation policy."

In the East of the former Soviet republic, government forces have been fighting separatists since 2014, behind which Russian military power is hiding. The war in the Kohlerevier Donbass has so far cost more than 10,000 people according to the United Nations census. The EU makes the abolition of the economic measures against Russia dependent on the implementation of the peace agreements of Minsk.

Because of the fragile cease-fire, the EU extended the criminal measures by a further six months until the end of January. Putin warned the US before plans to supply the Ukraine armor-piercing weapons. This will only lead to further sacrifices. The separatists, on the other hand, could be tempted to carry "attacks into other zones of the conflict".
